(PDCCB) is planning to seek legal redressal from the Supreme Court to highlight the failure of both the Reserve Bank of India (RBI) and Nabard in initiating the process of remittance of old currency notes deposited at the bank Ramesh Thorat Chairman PDCCB said they will be consulting their lawyer soon to decide the next course of action Watch What Else is Making News Remittance of the demonetised currency has been a major cause of concern with the RBI consistently deferring the process It might be recalled that on November 11 the RBI had barred the DCCBs from depositing or exchanging old currency notes following which 31 DCCBs across Maharashtra were stuck with old notes DCCBs thanks to its extensive rural coverage act as bankers to cooperative institutions like cooperative milk dairies credit societies and sugar mills With over 2900 rural branches the DCCBs are often the only banks in remote regions Around Rs 4700 crore in withdrawn notes was collected from the DCCBs which now needs to be remitted The DCCBs had in fact moved the apex court seeking legal redressal from RBI’s directions The RBI while defending its decision had claimed that the DCCBs had failed to abide by the 100 per cent KYC compliance norms for its account holders The apex court had then allowed remittance of withdrawn notes while ordering for 100 per cent KYC compliance of both individual account holders and primary agriculture cooperative societies (PACS) Following the verdict Nabard had asked DCCBs to submit detailed reports regarding the KYC details of the accounts Barring a few DCCBs from the Vidharbha area all other DCCBs from across Maharashtra have submitted the required reports Also of the 370 DCCBs in India 305 have submitted the voluminous reports too Nabard officials said they are yet to receive any instructions from the RBI on how to go about the KYC verification given the laborious nature of the job Other than the KYC details Nabard had also sought details of currency notes held by the DCCBs as on November 7 which most of the DCCBs had submitted Meanwhile DCCBs are stuck with stacks of old notes resulting in excess expenditure on their part Besides PDCCB which has old notes worth Rs 574 crore other banks stuck with a significant amount of such notes include Aurangabad DCCB with Rs 290 crore Rs 315 crore with Sangli and Rs 10237 crore with Solapur Security expenses apart Thorat said the non-remittance of the notes is causing a severe loss to the bank Various agencies like the Income Tax CBI ED have also visited the DCCBs for inspections In view of the ‘inaction’ by both the RBI and Nabard Thorat said they are left with no option but to move the SC “Former Union Finance Minister P Chidambaram had represented us in the Supreme Court earlier and we In a report published in Mid-day,the former BCCI president and ICC chairman said he was unable to continue working as BCCI president under the circumstances "I could not work in the present scenario I don’t want to name anyone but can say I have been forced to resign" Manohar was quoted as saying in the report Manohar’s resignation from the BCCI comes under turbulent times when the Lodha Committee report has asked tough questions of the all-powerful and richest cricket board in the world BCCI has been reticent to follow up on Lodha panel’s recommendations which include one-state one-vote barring of politicians from the board legalisation of betting among other steps to ensure transparent functioning Former BCCI president Shashank Manohar Reuters Manohar however refused to cite Lodha recommendations as a reason for his resignation "I don’t want to say anything more except that I wanted to run the organisation (BCCI) on my terms and conditions I didn’t want my image be spoiled I didn’t wish to run the board with others’ influence" he said The Nagpur-based lawyer had taken on the reins of the BCCI in October 2015 after Jagmohan Dalmiya the incumbent board president at the time had passed away Following Manohar’s departure another power struggle to get the BCCI top job looms over the board BCCI secretary Anurag Thakur is said to be the favourite to succeed Manohar IPL chairman Rajeev Shukla is also in the running along with Maharashtra CA president and business magnate Ajay Shirke As per BCCI rules a Special General Meeting (SGM) has to be convened within 15 days apprising the members of the current situation It is the prerogative of secretary Thakur to call such a meeting As per norms Manohar has also resigned from ICC chairman’s post as he was a BCCI representative at the apex body and resignation in country’s board effectively means that he does not stay as ICC’s chairman His tenure was supposed to end in June 2016 after which he was set to take over as the first independent chairman of ICC The 58-year-old Manohar will not be a representative of any country’s cricket board as per the changes recommended by ICC board and will need two independent members of the ICC Board to recommend his name According to BCCI sources Manohar was waiting for the Supreme Court’s final verdict but since it will only come out after the apex court opens post summer vacation the Vidarbha lawyer possibly did not want to wait A top BCCI administrator told PTI: "We all had an idea that Shashank will be quitting BCCI post But let’s not get into a debate as to whether he has dumped a sinking ship or not Whether it has been prudent on his part to quit when BCCI is going through tough times is a matter of conjecture" Manohar is also said to be unpopular within the BCCI itself Vedam Jaishankar wrote that the former BCCI president hadnot helped his causewhen he waived the penalty clause of $4197 million imposed on the West Indies Cricket Board for walking out of the tour of India in 2014 In such circumstances Manohar’s claim gains even more weight and raises another question: Who are the people Manohar doesn’t want to name With inputs
