Starting in third grade, he was the first disabled student (cerebral palsy) to attend regular classes in the Ocean City School District.Barr is president of Democratic Club of Ocean City and municipal leader in Ocean City for Cape May County Democrats. He was nominated by the Republican Gov. Chris Christie. Barr is active in local organizations including the Ocean City Community Association and Ocean City Exchange Club.
